Ogden Point Breakwater

From Fisherman’s Wharf, you can continue walking south, skirting the south end of James Bay and following the seaside path along Dallas Road. This 7 kilometre seaside walking path is, without a doubt, one of the most popular urban hikes in Victoria and links downtown with the neighbourhoods in south Victoria – Fairfield, Rockland, and Oak Bay. Right at the beginning of the seaside trail, visitors can find the popular Ogden Point Breakwater – a long cement path that goes straight out into the ocean and terminates at a small lighthouse. Perfect for a walk on a sunny day to watch the boats come and go or on a blustery day to brave the crashing waves, Ogden Point is a must-see, free Victoria attraction!

Beacon Hill Park

This short out and back trail in Gowlland Tod Park is a great way to spend an hour in nature! Considered a moderate trail, you can enjoy the quick hike through the forests, enjoy the views and be back in time for tea! Popular with hikers, runners and birders, you’re more than likely to meet other people on this beautiful trail as well!

Mount Work Regional Park

Gowlland Tod’s neighbour, Mount Work is a popular location for hikers in Victoria! Located on the shores of the Saanich Peninsula, Mount Work’s trails are generally rated moderate to difficult and are ideal for hikers who have the stamina to tackle elevation gains safely. That said though, if you prepare with enough water and fuel, there are many locations on all the trails to take breaks and enjoy the scenery before carrying on. No matter how you decide to tackle this mountain, once you reach the top, you’ll be rewarded with 360º views of the Inlet, the Cowichan Valley, the Saanich Peninsula, local Gulf Islands and even the distant Olympic Mountains in the US!

McKenzie Bight 

Rating: Moderate

Good for: Casual hikers and families with older children – young children may be able to tackle this with lots of breaks and help 

If you’re looking for a short but moderately challenging trail with a beautiful beach to explore at the end, you’ll want to take on the McKenzie Bight trail. Ideal in the cooler months when it is less populated, this trail leads to a pebbly beach and is a great place to enjoy the tranquillity of nature on the west coast. Dogs are welcome but must be on a leash! 

Sooke Potholes Provincial Park

Local hikers absolutely love Sooke Potholes – for good reason! This gorgeous park near the charming coastal town of Sooke is an ideal hiking trail all year-round and is the location of one of the most unique natural attractions in British Columbia! The potholes that this park is named for are naturally formed pools made from thousands of years of water rushing over the rock. The result are smooth rock pools of various sizes and depths that glitter turquoise in the summer sun. If you’re exploring this area during warm weather, be sure to pack a towel and take a dip in one of the most beautiful natural swimming spots on Vancouver Island! 

Mount Douglas

Located on the border between Victoria and Saanich, this mountain is a popular location for locals to get outdoors to stay fit! Lone Tree Hill Regional Park

Good for: Everyone! It’s short enough for kids to tackle as well 

One of the shortest hikes on the list is this one – but don’t let that fool you! This steep 1.5 km trail is on a consistent incline but the payoff is incredible with stunning views at the top. If you’re short on time and want to get that heart rate up and some steps in, this is a great trail to choose! 

Mount Tolmie

In second place for the most popular hike in the Capitol Region is undoubtedly Mount Tolmie. This beloved hike is a nice easy 1.5 km hike at the top of the mountain and is a popular spot for families to go on a sunny day to enjoy the 360 degree views of Victoria, the Juan de Fuca Strait and beyond! At the summit, there are lots of spots that are perfect to lay out a blanket and enjoy a picnic so if you’re looking for an easy way to enjoy a great view, this is where you’ll want to go! 

East Sooke Regional Park

Located on the westernmost shores of Southern Vancouver Island on the edge of the ocean, East Sooke Regional Park is a magical place to explore! With over 50 km of trails that wind throughout this expansive park, you can find easy, sun-dappled paths to steep climbs and everything in between! Here, you can stumble across hidden coves and beaches, find epic cliffs with the churning ocean below, see majestic eagles soaring overhead, and if you’re lucky you may even spot a pod of whales off the shores! This is also a great place to launch a kayak and explore the wild, windswept shores! 

Aylard Farm

Good for: casual hikers and older children

This gorgeous hike on the south end of East Sooke Regional Park is a real choose your own adventure! While the most popular 10 km trail takes you along the coast and loops around through the park leading back to the parking lot, you can extend your hike through the park, stop at one of the beaches or turn around and head back to enjoy more of the coast! Just be sure to keep track of your location on a map and make sure dogs are leached!

Kinsol Trestle

Difficult Routes

Johnson Street bridge – King George loop from Swartz Bay

This route is excellent for cyclists who are looking for a challenging ride that takes you from the top of the Saanich Peninsula, near the Swartz Bay ferry terminal, loops through Victoria and back up the Peninsula. This is an especially perfect route for anyone staying in either Sidney, or Victoria because you can just walk out your door, jump on your bike and you’re on your way to a perfect cycling adventure. 

Thetis Lake – Rail Trail along Sooke Inlet Loop from Westhills

This incredible route takes you from Westhills in Langford all the way to Sooke Potholes Provincial Park. Along this challenging 90km ride, you will be able to cycle through the urban development of Langford and follow the Galloping Goose bike trail through Metchosin, around the edge of the beautiful Sooke Basin and then follow along the Sooke River to the Provincial Park. Guests in Sooke or Metchosin will be able to access this route just steps from their front door and be able to modify it to their needs.

Cowichan Valley Trail Loop

This is a lovely loop route that takes you along the well-loved Cowichan Valley Trail! This multi-use trail takes visitors across stunning trestles, bridges through forests and is a perfect way to spend a sunny day! This route is perfect for those staying in the Cowichan Valley or anyone wanting an intermediate ride to explore a new part of the island!

Easy Routes

Howl Brewery Loop from Sidney

This easy 24km ride loops around the airport and follows the beautiful Lochside Trail to take you back to Sidney. If you’re looking for an easy-going ride with lots of ocean views, this is a must. This ride is the perfect way to spend a relaxing summer day exploring the area. 

Howl Brewery Loop from North Saanich 

This easy 16km ride can be done in just under an hour and takes you along the paved trail that circumnavigates the airport. It’s a flat, pretty trail through forest and farmland with views of Victoria International Airport. This route is a perfect way to spend an hour getting fresh air and enjoying the summer sun no matter where you are staying near Sidney!

Shore Fishing on Vancouver Island

Sooke

One of the earliest independent settlements in the Province, Sooke is a peaceful, historic town nestled amongst wild West Coast landscape. If you’re lucky enough to stay right in Sooke or in the beautiful neighbouring village of Metchosin, you’ll know how quickly you can fall in love with the beauty and tranquillity of this area. Sooke is the perfect spot for all outdoor adventures, especially fishing. 

East Sooke Park

Just a twenty minute hike from the parking lot will take you to the bluffs where the ocean drops off sharply. Here the water runs deep and you can easily fish for chinook, sockeye, pink and coho salmon. If cod and rockfish are more to your liking, a short 5 minute walk will take you to a plethora of sites that are perfect for bottom fishing. In these sites you can cast a line for rockfish and delicious ling cod. A day here is always well spent. If you need equipment, or advice from lines to lures the Crab Shack Store and the Sooke Marine Center are great options to make sure you have all the gear to have a successful day out! 

Victoria

As the weather gets warmer, Victoria becomes abuzz with activity! There might be  many ways to enjoy the stunning natural beauty of BC’s capital city but fishing is the only one that has a (potential) edible reward at the end of it! Whether you’re staying right in the heart of downtown Victoria or a little farther away in Sidney, there are lots of great fishing areas nearby to do some shore fishing. 

Ten Mile Point

In the late summer months, Ten Mile Point is a great spot to try your luck! The rocky outcrops provide the perfect place to set up for the day. With strong currents and an ocean floor that drops away for hundreds of feet, Ten Mile Point provides an ideal spot to fish for chinook. If you hit those tides perfectly, you can even catch some bottom fish like feisty lingcods. 

Ogden Point Breakwater

Right in the bustling neighbourhood of James Bay, you’ll find the popular Ogden Point Breakwater. The huge, concrete walkway is a great place to catch salmon, cod, geenling, flounder, perch and more! If you’re looking for a peaceful angling spot, it’s best to go here on cloudy days and during the week as it’s a very popular walking path that attracts lots of people!

Langford Lake

If you’re looking for some freshwater fishing, Langford Lake, right in the heart of Langford is stocked full of rainbow trout and smallmouth bass that you can easily catch from the fishing dock found along the Ed Nixon Trail just off Leigh Road. 

Saanich Peninsula 

Sidney is a stunning, walkable seaside town that lives life at a slower pace. One of the most popular features of this little town is the beautiful waterfront trail that offers incredible views, beach access and access to the popular Sidney pier! 

Elk Lake

This popular lake is a great local option to find excellent shore fishing. There are several rest stops around the lake where you can find spots to cast a line to catch rainbow and coastal cutthroat trout, smallmouth and largemouth bass, common carp or yellow perch. 

Sidney Fishing Pier

In the heart of Sidney’s town centre you can find beautiful gardens, a stunning seashore, outdoor gallery and the famous Sidney Fishing Pier. This enormous pier that juts out above the water, makes a great platform for crabbing and fishing. Here you can catch pacific salmon, cod, sole, flounder, and so much more! 

Cowichan Valley

If you’re looking for the very best freshwater fishing on Vancouver Island, you’ve found it! Known for the incredible sizes and species of trout in this river, no matter where you choose to cast a line, you’re sure to get a photo-worthy catch! While the Cowichan River is open to fly fishing, and freshwater river fishing, the rules and regulations for this river change from time to time and they can be tricky to navigate. If you’d like to fish in the Cowichan River, you’ll want to do you research or hiring a guide to make sure you’re doing everything by the book so you can focus on just having an incredible time! 

Nanaimo

While there are fish here during the winter, the main run will show up as early as April and peak in later summer, you can grab your gear and head down to the picturesque walkway and drop a line to catch pacific salmon, bull head, dog fish, Dungeness crab, perch, herring, cod and so so much more! While this fishing spot is one of the best for river fishing near Nanaimo, there are some strict rules about where you can and more importantly–where you can’t fish in Englishman River. There is no fishing below the lower falls all the way to Top Bridge and crossing at the end of Allsbrook Road from December to the end of May. But don’t let those restrictions stop you! You can still fish for most months of the year in this gorgeous river and you can start catching steelhead trout as early as January, cutthroat trout arrive in spring and stay to feed on the salmon hatchery in the fall which brings spawning pink, chinook, coho and chum salmon in good numbers, making Englishman River a teeming fishery for many months of the year! This stocked lake is a great place if you’ve got kids you want to take fishing with tons of rainbow trout ready to bite! The fishing platform in Westwood Lake Park can get busy on the weekends so if you’re heading here, you might want to plan on showing up early, when the weather is cloudy or on a weekday and avoid other anglers! 

Campbell River

This pier is Canada’s first saltwater fishing pier and it extends along Discovery Passage right near Fisherman’s Wharf in Campbell River. Just make sure that you bring or rent heavy duty gear – the currents are strong and the fish here can be huge! Even if you’re not planning to cast a line, this is a must see when you’re in the area as you can get incredible views of the Passage, spot breaching whales, sea lions and watch the boats navigate the rushing currents while you enjoy food and ice cream from the nearby stand. 

Tyee Pool

Ok this pool is not exactly shore fishing but it needs an honourable mention for its popularity! There’s nowhere else you can find the perfect combination of modern sportfishing and classic fishing like Tyee Pool. Reserved for non-motorized boats only, this elite tidal fishery is great for challenging salmon fishing and can bring you close to enormous salmon (think 30+ lb) and you can spend hours with aspiring Tyee Club members trying to boat massive fish with heavy tackle and traditional lures. While the fishing here is not for the faint of heart, it is one of the most rewarding experiences for the avid angler!

Cape Mudge

Perched on the edge of beautiful Quadra Island, this scenic lighthouse looks out onto some of the area’s most popular – and populated – fishing grounds! Known for what the locals call “The Hump” this fishing spot has an underwater fish magnet making it a safe bet for finding salmon and even the occasional halibut!

B.C.’s Short Term Rental Laws: Vancouver Island

The profitable world of short-term rentals in British Columbia, Canada, is undergoing a significant transformation with the enactment of the Short-Term Rental Accommodations Act. As this legislation takes centre stage in BC’s news cycle, Canadians who rent and international students are no doubt hoping that these changes will make it easier to find affordable rental housing on Vancouver Island. On the other side of the coin, British Columbians who have been successful short-term rental operators who have been attempting to decipher the complexities of the act have found it to be like doing a 5000 piece puzzle without turning the pieces over – leaving numerous important questions unanswered.

This blog post aims to untangle the complexities of B.C.’s short-term rental legislation, shedding light on what these changes mean for property owners on Vancouver Island, how they may be affected by local governments’ bylaws, and suggesting steps to navigate this evolving landscape. Additionally, it will address the implications of the crackdown on owners listing their short-term rental units on sites like Airbnb and VRBO and the broader effects on the Canadian rental market in the Province.

Breakdown of B.C.’s Short-Term Rental Accommodations Act 

Housing Minister Ravi Kahlon and Premier David Eby introduced B.C.’s short-term legislation in order to address British Columbia’s housing crisis which–according to the BC government–has been exacerbated by the widespread use of entire homes for short-term rentals. According to the information provided, there are 16,000 homes across BC that are used for short-term rentals rather than long-term rentals creating scarcity for appropriate long-term rentals for residents. To counter this, the Short-Term Rental Accommodations Act has been introduced with the following key points:

Purpose of the Act:

  • Empower local governments with tools to enforce short-term rental bylaws.
  • Reintegrate short-term rental units into the long-term housing market.
  • Establish a new Provincial role in short-term rental regulation.

Applicability:

  • Covers short-term rentals offered to the public via various platforms and listing forums.
  • Does not apply to certain categories like reserve lands, hotels, or temporary shelters.

Enforcement Measures:

  • Local government fines for bylaw offences have increased significantly.
  • Regional districts now have business licensing authority for short-term rentals.
  • Display of a valid business licence number on listings is mandatory as of May 1, 2024.
  • Short-term rental platforms must remove listings without a valid business licence.

Data Sharing:

  • Short-term rental platforms are expected to share information about listings with the Province by summer 2024.
  • The Province will maintain confidentiality but use the data for bylaw enforcement.

Returning Units to Long-Term Market:

  • As of May 1, 2024, short-term rentals are limited to the host’s principal residence plus one secondary unit.
  • Protections for non-conforming use of property will no longer apply to short-term rentals.

Provincial Oversight:

  • A short-term rental registry will be established by late 2024 or early 2025.
  • A provincial compliance and enforcement unit will be formed to ensure adherence to rules.

Timeline:

  • Various regulations will be phased in between October 26, 2023, and late 2024.

Short-Term Rentals vs. Tenancies:

  • Generally not covered under the Residential Tenancy Act, but there may be exceptions.

Deadline for areas not initially covered by the Act to submit requests to “opt in” and be subject to the new regulations.

May 1, 2024:

Deadline for property owners, especially in captured municipalities, to cease accepting new short-term rental stays for less than 90 days on booking platforms or their websites.

End of 2024:

Expected completion of the mandatory provincial short-term rental registry, a crucial tool for tracking data on short-term rental locations and ownership status.

Late 2024 or Early 2025:

Anticipated launch of the provincial short-term rental registry.

Expected timeframe for effective enforcement, according to opposition parties, as the registry becomes fully operational.

While these dates highlight key milestones in the implementation and enforcement of BC’s new short-term rental regulations, readers should stay vigilant for any updates or changes to the timeline from official government sources.

What Short Term Rentals Will Be Allowed?

According to the new legislation, as of May 1, 2024, the Province will limit short-term rentals to the host’s principal residence plus one secondary suite or accessory dwelling. This means that if you have a basement or attic suite or a laneway home on the property of your principal residence, you are able to use those spaces as short-term vacation rentals.

Remaining Issues and Unanswered Questions

Approaching the May 1, 2024 deadline, property owners stand at a crucial juncture, striving to comply with imminent regulations while grappling with uncertainties surrounding enforcement timelines. 

Opting In and Out

Adding to the complexity, municipalities can “opt out”, or seek special exemptions from the Act until February 29, 2024. Regions not initially covered by the Act can “opt in” by March 31, 2024, which only intensifies the complexity of this situation. It is interesting that the “op-in” timeline is far longer than the “opt-out” timeline – another question yet to be answered.

Minimum Stay Requirements 

A contentious point emerges from the redefinition of long-term rentals, shifting from a 30-day minimum stay to a now-required 90-day minimum in opted-in zones, impacting the mid-term stay market.

Amidst the confusion, concerns about potential class-action lawsuits against the BC Government loom large, particularly regarding Legal Non-Conforming properties initially zoned and built for short-term rentals. These properties face unique challenges as zoning changes come into play.

Upcoming Election

Further complicating matters, the 2024 election introduces political uncertainty. Opposition parties have diverse stances, ranging from promises to modify or repeal the Act to advocating for a more robust take on controlling short-term rentals.

Future Bookings

One of the main questions that guests are asking is: if I’ve made a booking before May 1st, 2024 for any time after that date (ex. June, July, August or later) will the booking still be honoured? The short answer is yes, even if your booking is in a captured area where the restrictions are in place, as long as the booking was made before May 1st, you can expect that the booking will still be valid. After May 1st, 2024 vacation home owners are to cease accepting bookings that are less than 90 days in length. 

Given the expected completion of the mandatory provincial short-term rental registry by the end of 2024, a crucial question persists: How can property owners navigate this intricate web of short-term rental rules, potential legal challenges, and political uncertainties, especially in places like Victoria? And how can enforcement begin until the registry is complete (in 2025)?

Bottom line, there are still many unanswered questions and confusion about this new legislation. But as it unfolds, it’s crucial to stay updated with official sources for any changes in these regulations.
